That image is https://www.flickr.com/photos/insomnike/28656418624/in/photostream/ but reduced to an 8 colour (3 bit) palette with one 64x64 blue noise reference file to use as a threshold map. I add 3px and 7px of offset for green and blue channels, respectively.
