I'm upgrading the mastodon version but also capping the memory consumption of the `web` container so that if it spins out of control it should be killed and restarted.

Obviously, while it restarts, we might have more 500-series error codes than normal on the site, but at least it will recover on its own while I think about more permanent solutions (including a bigger server).

I threw out the alerting system, it used a lot of resources and was generally not good enough. Kept the metrics, tho
